

In a bid to give accelerated passage and hid to the executive’s bid, the Leadership of the House of Representatives passed four bills from Ist reading to 3rd reading in less than thirty minutes.
The Spokesman of the House while explaining the rationale behind the speedy passage gave explanations to the action without without debating their general principles nor conducting public hearing.
The spokesman of the House, Hon. Benjamin Kalu who briefed House of Representatives Correspondents after the special plenary session said the move was in tandem with the constitutional mandate of the House as a solution hub for national problems.
He said the fight against terror and terrorism financing was one that requires all hands on deck the House had to answer the national call of duty by lending a hand to executive by passing them expressly just like their Senate counterparts had done.
“As a Parliament we are supposed to be a solution hub to national problems. Today we performed that expected duty from the constitution which is to analyze the difficulties, the needs of the people to proffer means of solving them through legislative interventions.
“As you are aware terrorism is being a problem the world over, but the pangs of it that we feel here appears to be greater than other parts of the world and that is why it has occupied the centre stage in our efforts towards making Nigeria a safe place.
Today we in line with the senate looked at the law governing the space on issues concerning terrorism in order to tailor it to give the efficient management that is required of this hydra headed monster and it is only the law that would energize proper implementation of the biting force of the instruments of stopping terrorism in the country.
What we created today, we have created a law that would help in the management of this monster better than it has been.
The four bills are : A Bill for an Act to Repeal the Terrorism (Prevention) Act, 2011 and Terrorism (Prevention) (Amendment)
Act, 2013, and Enact the Terrorism (Prohibition and Prevention) Bill, 2022 to Provide for an Effective, Unified
and Comprehensive Legal, Regulatory and Institutional Framework for the Detection, Prevention, Prohibition,
Prosecution and Punishment of Acts of Terrorism, Terrorism Financing, Proliferation and Financing of the
Proliferation of Weapons of Mass Destruction in Nigeria; and for Related Matters
A Bill for an Act to Repeal the Money Laundering (Prohibition) Act, 2011 (as amended) and Enact the Money
Laundering (Prevention and Prohibition) Bill, 2022 to provide Comprehensive Legal and Institutional
Framework for the Prevention and Prohibition of Money Laundering in Nigeria, Establish the Special Control
Unit under the Economic and Financial Crimes Commission.
A Bill for an Act to Provide Framework for the Support, Management and Protection of Witnesses who Provide
Information, Evidence or any other Assistance to Law Enforcement Agencies during Inquiries, Investigations
or Prosecution.
A Bill for an Act to Repeal the Public Complaints Commission Act, Cap. P37, Laws of the Federation of
Nigeria, 2004 and Enact the Public Complaints Commission Bill, 2022 for Establishment of the Public
Complaints Commission with wide Powers to Inquire into Complaints by Members of Public concerning the
Administrative actions of any Public Authority and Companies or their Officials and provide Legal Framework
for making Public Interest; and for Related Matters
